A political or administrative entity is a body of customs and laws, actor roles and other rules defined in the context of a social space and generally, but not necessarily, related to a specific territory (a geographical place).

This class models entities that exist as intentional individuals and are based on oral tradition or written laws such as the Swiss Confederation, the Department of Rhône or the Commune de Fribourg. They only exist in collective representations and, on the opposite of instances of the sdh-so:C12 Actor's Social Role class, cannot be embodied by actors, individual or collective, because they have no virtual capacity to act in contrast to governments, prefects or local councils. The Swiss Confederation cannot act while the Swiss Federal Council or the Parliament can insofar as they are embodied by corresponding groups in the context of a legislature.
